Alin is a doctoral graduate from the Department of Civil and Environmental Engineering (DCEE), FTUI.

In her dissertation entitled “Development of a Risk-Based Project Management Office (PMO) Transformation Model and Guideline to Enhance PMO Performance in Indonesian Construction Companies,” Alin examined the gap between the ideal role of the Project Management Office (PMO) as a strategic driver of organizational performance and its current implementation within Indonesia’s construction industry. She found that PMOs in many Indonesian construction companies continue to focus primarily on operational and administrative functions, limiting their ability to contribute strategically to organizational objectives.

The research was conducted through a survey involving 243 respondents from project-based organizations across Indonesia and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The findings reveal that Governance & Standardization and Delivery Support capabilities have a direct impact on PMO performance, while Strategic Alignment, Performance & Value Management, and Capability Development influence performance indirectly through the PMO transformation process. The study also identifies organizational risk as a key driver of PMO transformation.

“PMOs in Indonesian construction companies are currently operating at an intermediate level of maturity, with operational capabilities that are generally stronger than their strategic capabilities. These findings indicate that PMO effectiveness depends not only on project control capabilities but also on an organization’s ability to develop a PMO that is strategic, adaptive, and aligned with its business objectives,” Alin explained.

Based on these findings, the research introduces the AVERYL Theory™ (Alignment–Value Evolution through Risk–Lifecycle Transformation), a new theoretical framework that explains PMO transformation as an organizational response to risk, changes in the business environment, and increasing project complexity.

The study also produced a Risk-Based PMO Transformation Model and Implementation Guideline, which has been validated by experts and tested in practical applications. To support implementation, the research includes a web-based information system designed to facilitate organizational assessments, identify capability gaps, and generate transformation recommendations more efficiently and systematically than conventional manual approaches.

Dean of the Faculty of Engineering, Universitas Indonesia, Prof. Kemas Ridwan Kurniawan, S.T., M.Sc., Ph.D., expressed his appreciation for the achievement.

“We are proud of Dr. Alin Veronika’s accomplishment in developing a PMO transformation model and guideline that is not only academically rigorous but also directly applicable in organizational settings. Research like this reflects FTUI’s commitment to producing impactful innovations that contribute meaningfully to the advancement of Indonesia’s construction industry,” said Prof. Kemas.

Alin Veronika graduated with a perfect Grade Point Average (GPA) of 4.00 and received the distinction of Summa Cum Laude. She is officially recognized as the 94th doctoral graduate of the Department of Civil and Environmental Engineering and the 678th doctoral graduate of FTUI.

The public doctoral examination was chaired by Prof. Kemas Ridwan Kurniawan, S.T., M.Sc., Ph.D., Dean of the Faculty of Engineering, Universitas Indonesia. The supervisory committee consisted of Prof. Dr. Ir. Yusuf Latief, M.T., IPU as the principal supervisor and Leni Sagita Riantini, S.T., M.T., Ph.D. as co-supervisor.
