Report Gratification to Realize the FTUI Integrity Zone

In 2022 and 2023, the Faculty of Engineering, Universitas Indonesia is preparing to realize an Integrity Zone within FTUI. The Development of an Integrity Zone Towards a Corruption-Free Area (WBK)/Clean and Serving Bureaucratic Area (WBBM) is a miniature implementation of bureaucratic reform in several work units that aim to build a bureaucratic reform program to be able to develop a bureaucratic work culture that is anti-corruption, high-performance, and provides quality public services.

“One of the efforts to realize FTUI’s ZI is through reporting on gratuities received by FTUI leaders, lecturers, and educational staff. Gratification is an act of giving gifts or other gifts to someone. Within government agencies, various forms of gratuity may not be given or received by the State Civil Apparatus (ASN) or public officials. Gratification can be the root of corruption and abuse of authority,” said the Dean of FTUI, Prof. Dr. Heri Hermansyah, ST., M.Eng., IPU.

Gratification is regulated in Article 12B of Law Number 31 of 1999 in conjunction with Law Number 20 of 2001 concerning the Eradication of Corruption Crimes. In the elucidation of the article, gratification is defined as a gift in a broad sense, which includes the giving of money, goods, rebates, commissions, interest-free loans, travel tickets, lodging facilities, tours, free medical treatment, and other facilities, which are received in domestically and abroad and which are carried out using electronic means or without electronic means.

Approaching Eid Al-Fitr, many parties send gratuities in the form of parcels, hampers, or other delivery to their colleagues, clients or vendors. ASN/state administrators are one of the parties to the gratuity that is often sent. However, keep in mind that receiving gratuities that exceed reasonable limits can hurt the performance and professionalism of ASN and public officials, apart from being an unlawful act under applicable laws.

Receiving gratuities related to their duties and authorities can affect the integrity and neutrality of ASN/state administrators in carrying out their duties and functions as public servants. This can trigger corruption, collusion and nepotism (KKN) practices which hurt government performance and public services.
