Data-Driven Cellular Spectrum Research Leads Wijanarko Joko Hastyo to Earn FTUI Doctoral Degree with Cum Laude Distinction

Wijanarko Joko Hastyo, a doctoral student in the Department of Electrical Engineering at the Faculty of Engineering, Universitas Indonesia (FTUI), successfully completed his doctoral studies with a GPA of 3.98, earning the cum laude distinction. He is recorded as the 191st Doctoral graduate of the Department of Electrical Engineering and the 635th Doctoral graduate of FTUI, following his open doctoral promotion session held at FTUI on Monday (January 5).

In his dissertation entitled “A Quality of Experience–Based Framework for Mobile Broadband Spectrum Planning Using Time Series Prediction,” Wijanarko addressed strategic issues related to mobile broadband spectrum planning amid the growing demand for digital services and limited access to network traffic data. The study proposes a Quality of Experience (QoE)–based approach as a more transparent and practical alternative to support spectrum policy formulation.

The research introduces a three-stage framework that integrates statistical methods, machine learning, and deep learning to predict future spectrum requirements. This framework is then applied to analyze gaps between network capacity and demand, and to generate spectrum policy recommendations that can be implemented by regulators and mobile network operators, particularly in densely populated urban areas.

Wijanarko stated that the research is expected to make a tangible contribution to policy-making in the telecommunications sector.

“This research was designed to assist regulators and mobile network operators in planning spectrum more proactively and in a data-driven manner, especially when access to network traffic data is very limited,” Wijanarko explained.

The Chair of the Examination Board, Prof. Dr. Ir. Yanuar, M.Eng., M.Sc., expressed his appreciation for the quality of the research.

“This dissertation demonstrates strong analytical depth and high relevance to the needs of industry and national telecommunications policy. The proposed framework is systematic, practical, and has strong potential to serve as a reference for future spectrum planning,” he remarked.

The research findings were presented during the open doctoral promotion session chaired by Prof. Dr. Ir. Yanuar, M.Eng., M.Sc., as Chair of the Session, with Prof. Dr. Muhammad Suryanegara, S.T., M.Sc., IPU., serving as Promotor, and Prof. Dr. Ir. Dadang Gunawan, M.Eng., as Co-Promotor. The panel of examiners consisted of Prof. Ir. Selo, S.T., M.T., M.Sc., Ph.D., IPU, ASEAN Eng., Dr. Ir. Zulkarnain, S.T., M.T., Ajib Setyo Arifin, S.T., M.T., Ph.D., Dr. Ir. Catur Apriono, S.T., M.T., Ph.D., and Dr. Ruki Harwahyu, S.T., M.T., M.Sc.
