Monday, May 30, 2022, Committee II DPD RI in collaboration with the Faculty of Engineering, Universitas Indonesia held a Seminar on the Validity Test of the Draft Law (RUU) regarding Amendments to Law Number 30 of 2007 concerning Energy.
This activity was attended by the Chairman of Committee II DPD RI, Yorrys Raweyai, members of Committee II DPD RI, Dean of the Faculty of Engineering UI, Prof. Dr. Heri Hermansyah, S.T., M.Eng., IPU., Lecturers of the Faculty of Engineering and Faculty of Law UI and students of the Faculty of Engineering and Faculty of Law UI. This seminar also presented several resource persons from the Draft Expert Team, namely Prof. Dr. Herman Agustiawan, Bani Pamungkas, S.H., M.Sc., MPA., C.L.A., CRMP., Agus Purnomo and Dr. Martha Maulidia.
In his remarks, the Chair of Committee II DPD RI said, “This energy bill is a draft amendment that is within the scope of the Mid-Term Prolegnas from 2020 to 2024. In the preparation of the National Legislation Program at the bipartite meeting of the DPR DPD and the government, it was agreed that DPD RI was one of the one of the leading sectors in the drafting of the bill on amendments to Law No. 30 of 2007 on energy. The process of drafting a bill to amend this amendment to the law is carried out in several stages, as is the mechanism for drafting a bill and validating test activities as carried out today in collaboration with 2 universities, namely UI and UNPAD.”
“Today’s discussion of the energy bill is of course also very important for our country which is rich in natural resources. However, how with this bill we can form a superior and impactful energy ecosystem. A bill that excels in forming an ecosystem which then certainly has an impact on improving the welfare of the nation and state’s prosperity.” said the Dean of FTUI.
From this seminar, it was concluded that there are issues that need to be considered when restructuring energy, namely the assignment, regulation and grouping of energy, energy buffer reserves that guarantee energy security, energy crises and emergencies, energy prices, National Energy Policy (KEN) and General National Energy Plan (RUEN), Energy transition to Net Zero Emission (NZE), restructuring of the National Energy Council, Authority of the Central Government and Local Governments in regulation of energy, Funding, Legal basis for international commitments for climate change control, Role, rights and obligations of society to limit greenhouse gas emissions.
