Doctoral Candidate from FTUI Develops Load Shifting with BESS and TOU Implementation to Improve Power Plant Efficiency

The provision of electricity for human needs is crucial in meeting the premium requirements of modern society. Electricity providers incur significant costs to meet the fluctuating needs of consumers at all times. To supply the fluctuating load requirements, power plants that can adjust to consumers’ fluctuating loads are required.

Agus Setiawan, a doctoral student in the engineering program at FTUI, in his research, developed a load-shifting scheme using Battery Energy Storage Systems (BESS) and the implementation of Time of Use (TOU) dynamic tariffs to optimize energy use and improve the efficiency of the electrical system. This idea is outlined in his dissertation titled “Improving Power Generation Efficiency with Load Shifting Optimization through Battery Energy Storage System (BESS) Implementation and Time of Use (TOU) Dynamic Tariff Setting.” Agus Setiawan’s doctoral promotion was held on April 30, 2024, in the Smart Meeting Room, Dean’s Office Building, Faculty of Engineering, Universitas Indonesia.

Improving power generation efficiency is one of the significant challenges faced by the power generation industry. This is due to the increasing electricity demand accompanied by the decreasing availability of energy sources. Agus Setiawan developed a Battery Energy Storage System (BESS) scheme and Time of Use (TOU) and Critical Peak Pricing (CPP) dynamic tariff setting as feasible implementation options in the Java Madura Bali system in 2028. In his dissertation, Agus Setiawan considered the development of Solar Power Plants (PLTS), which are anticipated to affect the load pattern of the system.

The load-shifting scheme involves shifting energy consumption from peak periods to off-peak periods, to reduce the load on power plants during peak periods, which tend to be more expensive, and free up available power during low-load periods. “The implementation of BESS is a solution to reduce BPP because it can store electrical energy during low load and supply electricity during high load, thus helping to reduce operational costs and increase generation efficiency,” said Agus Setiawan.

Furthermore, participatory load shifting with a TOU dynamic tariff setting was also a focus of this research. TOU is an approach to tariff setting that varies depending on the time of energy use. TOU tariff setting can encourage users to shift energy consumption to off-peak periods, reduce the load on the system during peak periods, and encourage overall more efficient energy use.

“This research uses forecasting and load projection normalization methods. The analysis results using these methods show that the TOU and CPPP schemes provide economic impact and greater benefits for industrial customers, successively amounting to 1-20% for TOU and CPPP, and 237,993 MWh for 1-hour cuts in BESS. It can be concluded that economic sustainability in electricity management requires adaptation that is appropriate to the characteristics of each customer. Therefore, the decision to implement the scheme must be based on careful analysis and consideration of the appropriate customer segmentation,” said Agus Setiawan.

Dean of the Faculty of Engineering UI, Prof. Dr. Ir. Heri Hermansyah, S.T., M.Eng., IPU., on another occasion, stated, “The development of Load Shifting Optimization with BESS and TOU Implementation is expected to be applied throughout Indonesia. Considering the increasingly limited energy sources, this research can help the power generation industry improve efficiency and provide significant economic impacts for the Indonesian society.”

Agus Setiawan graduated with a GPA of 3.94 and the predicate Cum Laude from the Faculty of Engineering, Universitas Indonesia. Agus Setiawan is recorded as the 170th doctoral graduate of the Department of Electrical Engineering and the 543rd doctoral graduate of the Faculty of Engineering, Universitas Indonesia. The Doctoral Promotion Session was chaired by the Chairperson of the Session, Prof. Dr. Ir. Yanuar, M.Eng., M.Sc., with Promoter Prof. D. Ir.
